Science & Technology Cooperation

Introduction

As civilizations with historical legacy of scientific and technological achievements spanning centuries, India and China have been engaged in pursuit of scientific and technological achievements and innovations, both individually as well as bilaterally and multilaterally. There have been contacts between Indian and Chinese scientists on issues of scientific interest much before the formalized agreement for cooperation in the field of science and technology was inked between the two countries in December, 1988 during the visit of former Prime Minister Rajiv Gandhi to China.

Institutional Framework of Bilateral Cooperation

(A) Joint Committee on Scientific and Technological Cooperation

The Agreement on cooperation in the field of Science and Technology is the umbrella agreement,within the framework of which, various agreements/MoUs between organizations/scientific bodies of both countries have been signed and are being implemented. It envisages exchange of scientists, exchange of scientific and technical information and documentation, organization of bilateral scientific and technical seminars and conferences, joint identification of scientific and technical problems as well as formulation and implementation of joint research programs etc.

The Agreement specifies establishment of a mechanism of India-China Joint Committee on Scientific and Technological cooperation to plan, coordinate, monitor and facilitate cooperation in the above fields. The Joint Committee, has, so far met six times as per schedule given below.

During the 3rd Joint Committee Meeting, the following 8 priority areas of cooperation were identified :

1. Laser

2. Materials and Earth Sciences

3. Space and Remote Sensing

4. Agriculture and Fisheries

5. Chemical Engineering with emphasis on Engineering Plastics

6. Medicine particularly devices, instrumentation and Traditional Medicine

7. Biotechnology

8. Electronics

During the subsequent Joint Committee Meetings, the following additional priority areas of cooperation were identified:

(i) Biotechnology

(ii) Medical science and technology

(iii) Material Science and Technology including advanced materials

(iv) Earth Sciences, including natural disaster reduction

(v) Chemical science and technology

(vi) Aeronautics

(vii) Electronic Hardware and Information Technology, including Software Development

(viii) High energy physics

(ix) Astronomy and astrophysics

(x) Natural Disaster Mitigation

At the 6th Joint Working Committee Meeting, which was the first meeting in 11 years, the two sides decided to cooperate in (i) mitigation of earthquakes and natural disasters, (ii) astronomy and astrophysics, (iii) research on climate change,and, (iv) traditional knowledge and medicine.

(B) Joint Forestry Cooperation Working Group

An Agreement on Forestry Cooperation between the Ministry of Environment & Forests of India and State Forestry Administration of China was signed in November, 2006. The agreement envisages eight areas of cooperation including development and utilization of forest resources. Till date, three meetings of the Joint Forestry Working Group have been held, the last one was held in February, 2012.
